In 2002, the United States Court of Appeals for the Fifth Circuit determined new online gambling laws for online gaming. It is illegal for information about sports betting to cross state borders electronically. However, this does not affect other gambling on games of chance.
The Safe Port Act was amended by Congress in 2006 to make it illegal for there to be transactions between gambling websites and financial institutions or banks. This act does not make it illegal for individuals to put money into a gambling account on a website or to make wagers on websites. This act only covers financial institutions based in the United States. Banks can ban their clients from sending transactions to online gambling sites.
The Internet Gambling and Enforcement Act of 2007 made it possible for online gambling sites to be licensed by the Director of Financial Crimes Enforcement Network.
Also in 2007, the Skill Game Protection Act was developed. This will make it legal to gamble online by playing chess, bridge, poker, and other skill-based games, if it is passes.
Online bingo is legal, except for in the eleven states mentioned below in which all online gambling is outlawed. It is still illegal, though, for banks to do financial transactions with online gaming sites. Therefore, they have to find another means of transferring money
